MOST successful story in
the Macedonian civil society
MOST
Citizens Association in the past five years of its working
is assessed as successful story of the Macedonian civil
society.
This
assessment was made by the editorial team of the edition
"Successful stories of the Macedonian civil society II"
which in the frames of the Macedonian civic platform was
implemented by The first children's embassy in the world-
Megasi. Besides MOST these two editions posses data on civil
organizations which contributed towards the benefit of the
citizens, environment, R Macedonia etc.

Presentation of the Proposal for amendments and alterations
of the Election Code

The Proposal of amendments and alterations of the Election
Code is and outcome of the Project for Improving the
Election process and Overcoming of the Irregularities. The
project was implemented within the period May – December
2007 and it was implemented by the Citizen’s association
MOST, Ministry of Justice and OSCE Spillover monitoring
mission to Skopje.
Engaged
in the process of developing the proposal were domestic and
foreign experts, representatives of the political parties
which have parliamentary groups in the Parliament of R
Macedonia, representatives of competent institutions
included in the Election process and representatives of the
civil sector.

Monitoring of the work of the Parliament of R Macedonia
Citizens Association MOST in the frames of the project MP's
Performance published the second report of the Monitoring of
the work of the representatives and Parliament of R
Macedonia within the period February
- August 2007.
In the period 17
– 21 September 2007 on the statistical sample of 1118
respondents the Institute for
democracy “Societas Civilis” and Citizen’s association MOST
has conducted public opinion poll for the
benefit of this report.

Mobile Parliament
THE
COMMUNICATION BETWEEN THE CITIZENS, PARLIAMENTARIANS AND
REPRESENTATIVES OF THE LOCAL SELF GOVERNMENT IS USEFUL
The
communication
between
the
citizens,
parliamentarians
and
representatives
of
the
local
self
government
is
useful, reckon 89,93% of the citizens who had participated
in the meetings of the fourth phase of the project Mobile
Parliament.
All
or
at
least
some
of
the
information
stressed
on
these
meetings
would
be
used
in
the
further
activities
of
more
than
90%
of
the
participants,
who
complete
evaluation
forms
at the end of every meeting.
Great
percent
of
the
citizens
41,03%
hope
that
the
Parliamentarians
and
the
representatives
of
the
local
self
government
will
rich
joint
solution
of
the
problem
that
was
a
topic
of
the
discussion,
31,7%
expect
a debate in the Parliament on certain subject to be
initiated. 24,57% of the respondents think that the
Parliamentarians should submit alterations and amendments to
laws on the bases of the recommendations passed at the
meetings.
It is
planned in the fourth phase of the Mobile Parliament to be
organized 46 public meetings. 26 of it have been already
organized in the period March 2006 – June 2007, and the rest
of the meetings will take place no later than February 2008.
The
project Mobile Parliament is being conducted by the Office
for Contact between the NGOs and Parliament of R Macedonia
and it is supported by the Royal Embassy of the Kingdom of
the Netherlands and ISC through USAID funds.

Traveling to Europe

THEY HAVE JOINED EUROPE,
BUT GOT BACK TO MACEDONIA
Representatives
of the best students from Macedonia, after staying for one
month in Europe, got back in Macedonia. Now, they are
challenged to contribute towards awareness raising about the
importance of the democratic values to be respected and
nursed by every citizen of R Macedonia.

Traveling to Europe

THE STUDENTS SHALL TRAVEL TO EUROPE
The
students who will be a part of the team that will travel
around Europe for one month were granted visas today. In
less then a week they will begin their journey, and shall
meet countries and their democratic values, peoples and
cultures. The students were chosen upon public competition,
selected by their averages.
The realizer of the project,
the Citizen’s association MOST, with the assistance of the
donors and sponsors has provided Inter Rail tickets for
unlimited train transportation, free of charge Schengen
visas, insurance, students cards and payment cards with part
of the required funds.

The improvement of the election rules leads towards improved
elections
The Citizens association MOST in cooperation with the
Ministry of Justice and the OSCE Spillover Monitoring
Mission to Skopje shall work on improvement of the election
process and overcoming of the election irregularities in
accordance with the Venice commission and the ODIHR report
on the Parliamentary elections 2006.

students who want to be part of the team that will travel
around Europe next month, have submitted their applications.
The competition was closed on 26 June, and the journey will
start on 16 July. All information and the final list of the

Open competition for student
On
today’s press conference, the Citizen’s association MOST
promoted the project “Travel to Europe”, by which 40
students from Macedonia, through traveling and visits would
be provided with chance directly to meet the democratic
values, habits and cultures of other countries, and to
promote and bring it near in Macedonia.

General assessment Local By Elections Saraj
2007
On the
bases of the processed reports from the observers, the
Citizen’s association MOST assesses that the Local By
elections for mayor and members of Council of the
municipality of Saraj were conducted in peaceful
environment, without registered incidents.
Unlike
the previous election processes a significant participation
of women’s voters on the Election Day was noticed and the
presence of the police before the polling stations and on
the entire territory of the municipality was visible. It was
evident that the work of the members of the election boards
was improved.

to the reports gained before closing of the polling
stations, the voting was conducted in peaceful environment,
without any serious incidents.

previous election processes, it was noticed a significant

2007

The Local
By elections in Saraj municipality are being monitored by 82
accredited observers of the Citizen’s association MOST. They
are deployed at all polling stations and will be monitoring
the elections all day long. The logistic support is provided
by mobile teams. The work of the SEC and MEC will be
monitored as well.
The
reports from the observers indicate that all polling
stations were opened on time and the MOST observers were
registered without any problems.

Local By Elections Saraj
2007
The
Local By elections in the municipality of Saraj, scheduled
for 14.01.2007 will be monitored by 82 accredited observers
of the Citizen’s association MOST. They will be deployed as
static teams at all polling stations on the Election Day,
and the logistic support will be provided by the mobile
teams. The work of the SEC and MEC will be monitored all day
long as well as the collecting and tabulation of the
results.
In these
elections, like the previous ones, MOST will be recognized
by the yellow T shirts worn by the observers, the SEC
accreditations and the authorization issued by MOST which
are compulsory for every observer to have it.

The work of the parliamentarians and the Parliament shall be
monitored
The
citizens will have the opportunity to be informed on the
work of the elected parliamentarians. The brochure named
“MP’s performance” twice a year, free of charge will be
distributed to the citizens in order to be acquainted with
the quantitative parameters of the work of the elected
representatives and Parliament of R Macedonia. These are the
expected results of the activities of this project, which
will be conducted by the Citizen’s association MOST in
cooperation with the Parliament of R Macedonia.

Study trip in R. Poland
Representatives
of the C.A. MOST in the period between the 7th
and 14th November 2006, participated a study trip
to Krakow on invitation of the Tischner European University
(TEU).
TEU, together with
Center for Research and Policy
Making
(Macedonia) and Foundation
Global- Kontakt (Bosnia and Herzegovina) has started
the Common Voice Project.
The Common Voice Project focuses on evolution of
electoral systems and its practical implications and
implementation, management of the electoral process, and
underline challenges ahead of the electoral practitioners
and decision makers.
The Common Voice Project cover visits, exchange of
experiences and debates of the electoral experts, managers
and commissioners from Poland, Bosnia and Herzegovina and
Macedonia. The exchange of ideas and information among the
participants in similar projects has been proved as an
invaluable key to success and improvement of the quality of
electoral process in other countries.
Participants in the project, also monitored Municipal
Elections 2006 in Poland.

Mobile parliament 02.11.2006
Citizens want to have dialogue with their members of
parliament.
88,46%
of the citizens that participated in the third phase of the
project Mobile Parliament reckon that the discussions of the
members of parliament and local authorities with the
citizens are useful.
More than 80% think that the topics regarding local problems
and their resolving through amending laws is an excellent
choice and opportunity for citizens’ involving in the
decision making processes.
These are the data from the evaluation of the third phase of
the project Mobile Parliament - public meetings of the
parliamentarians and representatives of the local self
government with citizens, which was conducted by the
Citizen’s Association MOST. The goal of the activities is to
provide a constant dialogue between the citizens and their
representatives and to initiate resolving of certain
problems.
In 2005/2006, in the frames of this project, 20 public
meetings were organized in all election units, and 38
members of parliament attended the meetings, as well as 690
citizens and representatives of the local self government
and competent ministries.
It is planned to organize 46 public meetings in the fourth
phase of the Mobile Parliament.
This project is being implemented by the Office for contact
between the NGOs and Parliament of R Macedonia, and it is
supported by the Royal Embassy of the Kingdom of Netherlands
and ITZ through USAID funds.

OSCE Human dimension
implementation meeting 2006
From
2 October to 13 October, in Warsaw, a conference on human
rights is being conducted at the highest level. This is a
unique regular annual conference, where representatives of
NGOs debate with the representatives of 56 countries members
of OSCE on the same table.
This year, for the third time, MOST participated in the
conference, as well as in the election experts meeting,
which on the margins of the conference took place on 8
October.
The goal of this event is the representatives of the civil
sector to remind their governments about their duties and to
lobby for achieving higher standards regarding human rights.
The conclusions and the recommendations from this conference
shall be presented on OSCE Ministerial Council meeting in
December 2006.

On the basis of the reports received by the monitors,
deployed on 70% of the polling units across the Republic of
Macedonia, as well as by the regional coordinators, the
Citizen’s Association MOST, evaluated the day of the
Parliamentary elections 2006 as stable but with similar
incidents that were typical for the previous elections
cycles, such as filling the boxes which this time is with
lower intensity in comparison, at the expense of proxy and
group voting whose number increased. Problems regarding the
conducting of the counting of votes were also registered.

elections 2006 with 3500 accredited monitors, deployed on
70% of the polling units. All of the deployed monitors have
