Legal Reform Initiative
The implementation of the project Legal Reform Initiative
started in 2004. The goal of the project was to contribute
towards improvement of the election legislation. During the
year of 2004, four round tables were conducted, with
participation of experts, representatives of political
parties and citizens’ associations. One of the numerous
recommendations that were outcome of the round tables was to
have codification of the election legislation.
The project continued in 2005 (it was supposed to be non
elective year, but due to the conduct of the Referendum
2004, and delay of the Local elections, these elections took
part in spring 2005) when the goal was to work on and
develop the Election code.
MOST and the Ministry of Justice signed Memorandum for
cooperation, and after the Local elections were conducted, a
work group was formed which started to develop the working
version of the Electoral code.
The working version of the Electoral code was presented at
the press conference held on 17.11.2005 and afterwards a
wide public debate was opened.
In order to provide transparency of the entire process of
drafting the Electoral code, MOST organized two public
debates.
The project was supported by the Swedish Helsinki Committee
and Norwegian People’s Aid.
Second public debate,
15.02.2006,
Skopje
The goal of the second pubic debate that was organized by
MOST was to provide transparency of the entire process of
enacting the Electoral code. The Electoral code is in
parliamentary procedure, and in a phase before the second
reading. As an issue which will contribute towards creating
environment for fair and democratic Parliamentary elections
2006, a wide political debate was opened among the political
parties. On the second public debate, the representatives of
the political parties and experts discussed on questions
that were still opened: Appointment and composition of
election bodies, definition and financing of election
campaign and penalties against the violators of election
regulations. The recommendations and opinions stressed
by the participants will be taken into consideration during
the process of drafting the final version of the Electoral
code, which is to be enacted by the Parliament of R
Macedonia. Representatives of the International community
attended this public debate as well. |
